Abstract: | Globalization generates winners and losers within a country. Government is supposed to play the role of redistribution and risk-mitigation in the episode of globalization. We study government’s response to trade shocks induced by import tariff cuts due to WTO entry in China. We find strong evidence of redistribution through firm taxes, but there is little evidence of redistribution through social welfare programs or public goods provision. |
